Behaviour Change Program

The Behaviour Change Program (BCP) is a mandatory requirement for anyone who’s committed either a drink, drug or combined drink and drug driving offence.

It is designed to help you identify the underlying reason for your drink and or drug-driving offence and identify ways to reduce the risk of re-offending.

What program do I need to do?

You should have received a letter from VicRoads Driver Relicensing Services with important information about enrolling in the right Behaviour Change Program. You must check this letter before booking into a program to be certain of the legality and nature of the program you are required to attend.

If you have not received or have misplaced your original Relicensing Requirements Letter from VicRoads, you can request a Replacement Letter by emailing DDD@roads.vic.gov.au.

The type of BCP you need to complete depends on the details of your offence. Refer to the below table for further details:

Behaviour Change Programs (BCP) Offence Details
Drink Driver Program

This applies to you if:
  • you were caught drink-driving with a blood or breath alcohol concentration (BAC) of less than .15,
  • it was your first offence and
  • you didn’t have drugs in your system.
Drug Driver Program

This applies to you if:
  • you were caught driving with illicit drugs in your system and
  • it was your first offence.
Intensive Program

This applies to you if:
  • it was your second or subsequent drink or drug-driving offence
  • your BAC was .15 or more
  • you had both alcohol and drugs in your system
  • you were charged with a refusal offence for alcohol and or other drugs testing
  • you were charged with driving while impaired (DWI)
  • you were charged with driving under the influence (DUI)
  • you were charged with a serious motor vehicle offence involving alcohol and/or other drugs e.g. culpable driving.
Pre-Interlock Removal Program

This applies to you if:
  • an alcohol interlock licence condition has been imposed, and
  • your drink-riving or alcohol related offence was one of the offences listed above that requires you to complete an Intensive Drink and Drug Driver Program prior to being relicensed, or
  • you've been notified by VicRoads to complete this program.
This program must be completed towards the end of your required alcohol interlock period of use and prior to applying to have your alcohol interlock licence condition removed.

How do I remove the 'I' condition from my licence?

Applying with VicRoads

Check your eligibility
You can only apply to have your alcohol interlock condition (‘I’) removed from your licence if:
  • you successfully completed the 2-hour Pre-Interlock Removal BCP; and
  • no breaches were recorded in the last 6 months of your interlock period.
How to apply
There are two ways to apply:
  • online through AIMS; or by
  • calling Driver Relicensing Services on 1300 723 790.

Please note that you can’t apply for removal of your ‘I’ condition at a VicRoads Customer Service Centre.

If your application is successful

VicRoads will send you a letter and a new licence without the ‘I’ condition. This can take up to 10 business days, depending on how long it takes them to review your interlock usage. 

If your application isn’t successful

VicRoads will let you know as soon as they’ve completed the review.
